The high-level national disability forum in Dushanbe will celebrate the achievements and rights of people with disabilities. It aims at promoting action, partnership and accountability to deliver lasting change for people with disabilities in Tajikistan. The forum strives for real change through the implementation of the UN Convention on the Rights of Persons with Disabilities (UN CRPD) and the delivery of the Sustainable Development Goals (SDGs) for persons with disabilities in line with the 2030 National Development Strategy of Tajikistan. The forum will also be an opportunity to see the progress towards Universal Health Coverage (UHC) in Tajikistan.


In 2017, the Government of Tajikistan launched the multi-sectoral “National Programme on Rehabilitation of Persons with Disabilities for 2017-2020” (resolution number 455 of 28 October 2016). This multi-sectoral national programme provides a long-term vision and roadmap regarding the rights of persons with disabilities, access to quality rehabilitation services and assistive products and supports UHC in Tajikistan up to 2020. In addition, Tajikistan has signed the UN Convention on Rights of Persons with Disabilities (UNCRPD) in early 2018 and initiated its implementation.


The high-level forum will provide an opportunity to review the status of implementation of the “National Programme on Rehabilitation of Persons with Disabilities” and to assess the impact of the multi-sectoral national programme on the lives of people with disabilities, their families and caregivers. It will serve as an advocacy event and a platform for discussion involving highest government dignitaries and representatives of civil society, United Nations agencies, international non-governmental organizations (NGOs), other development partners, as  well as the media. The proposed forum will facilitate a high-level commitment of leadership and staff from different ministries, agencies and committees and contribute to further strengthening the inclusive policy environment and the realization of the rights of persons with disabilities in Tajikistan.


The high-level forum is built around following themes: health, education, social protection, economic empowerment, rehabilitation and assistive technology, accessible environment, as well as cross-cutting issues such as Disability Statistics and Financing of the disability sector. The high-level forum will represent an opportunity to identify strategic  priorities of the disability sector for the next 10 years.


The forum is organized by Government of the Republic of Tajikistan and coordinated by Ministry of Health and Social Protection of Population of the Republic of Tajikistan (MoHSPP) with the support of WHO and in close collaboration with UN agencies, Disabled People Organizations (DPOs), international NGOs and other development partners.



The high-level disability forum will bring together highest level governmental officials in Tajikistan, relevant national ministries, national agencies, state committees, civil society organizations, including DPOs, United Nations agencies, international NGOs, other development partners.


About 200 participants are expected, including:

  1. The President of Republic of Tajikistan and representatives of Executive Office of the President of Republic of Tajikistan;
  2. The representatives of the key ministries, agencies and state committees of the Republic of Tajikistan;
  3. The Embassies of countries accreditedto Tajikistan;
  4. United Nations Special Rapporteur on Disability;
  5. United Nations agencies (including HQ, regional and country levels);
  6. Multilateral organizations;
  7. International non-governmental organizations active in the field of disability;
  8. Disabled People Organizations and persons with disabilities.


Objectives of the meeting

  1. To review the National Program on Rehabilitation Persons with Disabilities for 2017-2020 (resolution number 455 dated 28 October 2016);
  2. To review the implementation of the UNCRPD in Tajikistan and the progress made towards its ratification in 2021;
  3. To draft disability sector priorities for the next 10 years in line with national priorities and the Sustainable Development Goals;
  4. To ensure high-level commitment of leadership and staff from different ministries, agencies and committees on disability issues in Republic of Tajikistan.


Expected Outcomes

  1. Status report of the National Programme on Rehabilitation Persons with Disabilities for 2017-2020;
  2. Status report on implementation of the UNCPRD in Tajikistan;
  3. List of national disability sector priorities until 2030 in line with SDGs and the UNCRPD.



The main approach of the forum will be through 6 thematic interactive sessions. Each thematic session will be followed by the questions and answers session. The thematic sessions will be focused on following topics:

  1. Health;
  2. Education;
  3. Social protection, economic empowerment and livelihood opportunities;
  4. Rehabilitation, assistive technology and innovations;
  5. Unified Information Database on Disability and financing of the disability sector;
  6. Accessible environment.



The working language of the Forum will be English and Tajik (simultaneous translation will be provided). Translation into Russian and other United Nations official languages, sign language and captioning services will be provided to the possible extent.

The Forum will be held on 18 October 2019 at Kohi Navruz (TBC), Dushanbe, Tajikistan.
