- BACKGROUND
The Republic of Tajikistan received a grant from the Asian Development Bank (ADB) for the implementation of the Maternal and Child Health Integrated Care Project in Tajikistan. The Maternal and Child Health Integrated Care Project will help address key issues affecting Tajikistan’s health sector, such as inadequate funding, outdated infrastructure and health facilities, as well as lack of qualified medical professionals and healthcare providers, especially in rural areas.
- OBJECTIVES OF THE ASSIGNMENT
The Integrated Care Consultant will support the PAG and EA with the implementation of all activities related to Output 1 and 3:
- Monitor and support implementation of the service contract with UNICEF:
- Verify detailed implementation plans following the project’s overall implementation plan;
- Verify technical reports provided by UNICEF;
- Conduct site visits to monitor implementation of activities and compliance with activity plans and schedules;
- Compare objectives / targets and achievements made using indicators defined in the project’s DMF;
- Monitor implementation of key activities under Output 1:
- Health Workforce Planning & Cap Building
- Operationalization of effective referral systems (RS)
- Institutionalization of Continuous Quality Improvement System
- Piloting of the case-based financing system
- Monitor implementation of key activities under Output 3
- Enhancing capacity of the National Healthy lifestyle Center and strengthen partnership with relevant stakeholders;
- Development of district specific BCC strategies;
- Promotion of community mobilization;
- Management of small grants for the development of the community-based BCC activities;
- Development of technically sound, culturally relevant, visually attractive, and effective BCC materials.
- QUALIFICATION AND EXPERIENCE
Minimum Qualification Requirements
Qualification: Medical professional with post-graduate (Master) qualification in public health / health care management or similar.
Minimum General Experience (in years): More than 10 years of professional experience. Also regional /country experience in (Tajikistan) is required.
Minimum Specific Experience (relevant to assignment, in years): More than 5 years of experience with the monitoring and evaluation of health care / health sector reform projects and programs, including aspects such as human resources for health development, continuous quality improvement, strengthening of referral systems and output-based financing systems, promoting behavior change communication in the area of maternal and child health.
Details on period of engagement indicated working days: Starting date November 4, 2019 until 23 September, 2024. 132 working days. 91 calendar days in Tajikistan. 11 return visits to the country (Tajikistan) for the entire duration of the assignment.
