ANNOUNCEMENT FOR THE SELECTION OF A SPECIALIST

POSITION TITLE: Financial Specialist

REPORTS TO: Project Implementation Unit (PIU) Manager, UNDP

The Project Implementation Unit (PIU) of the Global Fund to Fight AIDS, Tuberculosis and Malaria grant, established under the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan, will implement activities of a project aimed at ending the HIV and TB epidemics through evidence-based interventions and innovative approaches, with a focus on key and vulnerable populations.

This activity will be carried out under the Agreement between the United Nations Development Programme (UNDP), principal recipient of GF grant in Tajikistan and the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan (MoHSPP RT), for implementation of the project financed by the Global Fund to Fight AIDS, Tuberculosis and Malaria.

Project End Date: December 31, 2026

General Information about the Position

Under the supervision of the PIU Head, the Financial Specialist provides financial management services ensuring high quality, accuracy, and consistency of work. The finance specialist is involved in all financial processes of project implementation and collaborates closely with government bodies (Ministry of Finance, financial departments of Republican Center for TB Control, Republican AIDS Center, Republican Clinical Narcology Center and other MoHSPP agencies,, the Main Directorate for the Execution of Criminal Sentences), civil society, international organizations, and donor agencies to deliver high-quality services.

The Financial Specialist should have a university degree in finance/economics, experience in management, and in developing and implementing program and project budgets. Experience in collaboration with state health institutions, international organizations, and local service providers in the area of infectious disease prevention and control, especially HIV and TB, is highly desirable.

Key Responsibilities

  • Represents the MoHSPP RT in financial negotiations with the Global Fund;
  • Identifies major risks related to financial and accounting operations, regularly assesses staff performance, and ensures a favorable environment and working environment;
  • Ensures all contracts and agreements comply with public procurement rules and Global Fund regulations;
  • Ensures implementation of previous CAT (Capacity Assessment Tool) recommendations regarding grant management;
  • Coordinates readiness for capacity assessments across all relevant areas, prepares supporting grant documentation packages, and develops risk management plans;
  • Acts as the primary financial advisor to grant sub-recipients;
  • Reviews and provides methodological assistance in the preparation of financial reports from sub-recipients (both governmental and non-governmental);
  • Conducts analysis of targeted use of grant funds by sub-recipients, including PIU, analysis of timeliness of performed transactions on a quarterly basis.;
  • Participates in monitoring visits to verify submitted financial reports;
  • Tracks updates to administrative documents, rules, and procedures of the Global Fund and national regulations, providing analysis as necessary;
  • Prepares cost estimates for activities under the MoHSPP RT and UNDP agreement and agreements between MoHSPP and subrecipients;
  • Submits quarterly grant implementation reports to the MoHSPP RT and UNDP;
  • Ensures proper asset management in accordance with the Global Fund’s Asset Management Guidelines;
  • Conducts annual asset verifications for items procured with Global Fund resources and transferred to subrecipients;
  • Develops a transfer plan for assets, equipment, and materials procured within GF grant jointly with UNDP staff;
  • Coordinates with the Ministry of Finance for post-grant agreement GF budget approval;
  • Ensures the opening of special accounts by the MoHSPP RT to ensure reporting on financial and budgeting transactions to UNDP as per Global Fund requirements;
  • Prepares payment requests for UNDP;
  • Oversees all grant-related income and expenditures in accordance with Tajikistan’s financial regulations and Global Fund guidelines;
  • Ensures operation of the 1C accounting system;
  • Drafts and provides relevant financial documents;
  • Ensures implementation of financial recommendations from previous CAT assessments;
  • Coordinates preparation for financial capacity assessments and compiles related supporting documentation;
  • Ensures annual audits of sub-recipients are conducted in accordance with Global Fund requirements;
  • Submits monthly activity reports to the PIU Head;
  • Performs other duties as agreed with the PIU Head.

Minimum Requirements:

Education:

  • Higher education in finance or economics;
  • A certificate/diploma in management is an asset;

Experience:

  • Minimum of 15 years in financial and economic roles, ( at least 10 years in project-related activities is desirable) with confirmed skills and experience in implementation of financial programs in healthcare area;
  • Proven experience in programs related to financial support in the area of HIV and TB prevention and control is an advantage;
  • Demonstrated ability to engage and efficiently cooperate on financial and economic issues with a broad range of stakeholders including global, national, local, as well as private sector partners;
  • Experience working with international organizations in public health indicators improvement is an asset;
  • Proven positive record of supervising research activities;

Skills:

  • Strong diplomatic and interpersonal communication skills, as well as ability to efficiently work with different audiences and organizations;
  • Excellent writing, editing, proofreading, and oral presentation skills;
  • Skills in planning, budgeting, risk management, and preparation of various financial reports;
  • Knowledge of financial tools and relevant laws;
  • Fluency in Tajik and Russian required; English proficiency is an advantage;
  • Proficiency in Microsoft Office, Internet, and email applications;
  • Open to Tajik citizens or individuals legally authorized to work in Tajikistan.
