The Republic of Tajikistan has received a grant from the Asian Development Bank (ADB) for the implementation of the Project “Maternal and Child Health Integrated Care”-Additional Financing . Within the framework of this Project, the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan (MoHSPP RT) invites qualified candidates to apply for the vacant position of Project Manager for PAG.
Position: Project Manager
Main Responsibilities:
- Develop a detailed work plan for the MCHICP, in accordance with the Project Administration Manual (PAM);
- Assist in the allocation of Project resources (timelines, construction designs, equipment, etc.);
- Develop a project completion schedule ensuring efficient distribution of resources across all activities;
- Review implementation timelines with the Project management team and PAG staff, making necessary adjustments as required;
- To manage human resource issues;
- Conduct interviews and select staff with the required skills for project activities in coordination with the Minister and Project Director;
- Manage PAG personnel in accordance with established organizational rules and practices;
- Ensure proper maintenance and confidentiality of personnel records;
- Verify the qualifications of all Project staff;
- Conclude contracts with qualified consultants and contractors involved in the Project and supervise their work;
- Develop reporting formats for documenting project activities;
- Establish filing systems for documentation and information storage;
- Monitor project implementation progress and make adjustments as needed to ensure successful completion;
- Regularly assess the quality of work performed by the project team to ensure compliance with project standards;
- Develop a schedule for informing stakeholders, including relevant organizational staff, about project progress;
- Prepare project reports for the Minister, Project Director, Steering Committee, and ADB;
- Liaise with ADB in accordance with financial agreements;
- Monitor and approve all budgeted project expenditures;
- Track cash flow forecasts and regularly submit to ADB reports on actual disbursements and variances, as required;
- Manage all project funds following approved reporting formats and procedures;
- Ensure timely submission of all project financial reports;
- Prepare financial statements and supporting documentation for ADB as necessary;
- Ensure timely achievement of project outputs within budget and required professional standards;
- Evaluate project results and overall outcomes in accordance with the Project Administration Manual (PAM);
- Organize financial management training sessions for relevant project staff, with a special focus on ADB disbursement procedures as outlined in the ADB Loan Disbursement Handbook (2017), including expenditure reporting.
Qualification Requirements:
Master’s degree in a relevant field – public health, project management, social sciences, public administration, economics, or a related field;
• At least 12 years of general working experience with at least 5 years of managerial/supervisory experience in project management and coordination, preferably in health or international development;
• Experience managing multi-donor projects, including with: international organizations, multi-lateral banks, or government agencies would be an advantage;
- Given the complexity of project administration, the preferred candidate will have prior experience managing ADB or other multi-lateral development bank financed projects.
• Experience working closely with the Ministry of Health and Social Protection of the Population of Tajikistan will be considered an advantage;
• Strong project planning, monitoring, and reporting skills that can be substantiated are a must
• Excellent communication and management skills, ability to work in a team and under deadline pressure;
• Proficiency in Tajik and Russian is required. Proficiency in English is preferred; English proficiency to be substantiated with requisite certification;
Employment Conditions:
Initial contract duration: 12 person-months, including a 3-month probationary period, with the possibility of extension depending on performance and project needs. Expected contract start date: January 2025. The total employment period is 12 months, with potential extension up to 48 months, based on project requirements and performance.
