1. The Republic of Tajikistanhas applied for financing from the Asian Development Bank (ADB) toward the cost of Integrated Regional Health Security and Primary Healthcare Services Project, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The Project Administration Group under the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan (“the Purchaser”) invites sealed bids from eligible bidders for the procurement of 25 Hybrid Vehicles – Healthy Lifestyle Centers (8) – Center of Epidemiologist and Sanitary Services (CESS)(10) – Republican center (3) – HIV/TB (4), including maintenance of the vehicles for a period of 3 years. Delivery period is 5 months from the contract signing date.
3. Open competitive bidding – National advertisement will be conducted in accordance with ADB’s Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible countries as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:

| Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three (3) years (2023, 2024, 2025), to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive. | Successful completion as main supplier within the last 3 years, of at least 2 contracts each valued at US$920,000 with nature and complexity similar to the scope of supply described in Section 6 (Schedule of Supply). | Minimum average annual turnover of US$2,300,000 calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years (2023, 2024, 2025). |

If there are any discrepancies between this Invitation for Bid and the Bidding Document, the Bidding Document shall prevail.
