ANNOUNCEMENT FOR THE SELECTION OF A SPECIALIST

POSITION TITLE: HIV and TB Specialist

REPORTS TO: Project Implementation Unit (PIU)

The Project Implementation Unit (PIU) of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) under the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan will implement the project aimed at ending the HIV and TB epidemics through evidence-based interventions and innovative approaches with a focus on key and vulnerable populations.

This activity is implemented within the framework of the agreement between the United Nations Development Programme (UNDP), principal recipient of GFATM grant and the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan (MoHSPP RT) under the Global Fund grant.

Project Start Date: April 1, 2025

Project End Date: December 31, 2026

Position Summary:

Under the supervision of the Head of PIU, the HIV and TB Specialist participates in all aspects of project implementation, working closely with government entities (Finance, Procurement, M&Especialists of the Republican TB Control Center, Republican AIDS Prevention and Control Center, Republican Clinical Narcology Center, and other departments under the MoHSPP RT, as well as the Main Directorate for the Execution of Criminal Sentences), civil society organizations, international agencies, and donor organizations to ensure the exchange of information and the delivery of high-quality services.

The candidate must possess a higher medical education with management experience, and demonstrated expertise in designing and implementing health programs and projects, cooperation with state healthcare institutions, international organizations and local service distributors in the areas of infectious disease prevention and control, particularly HIV and tuberculosis.

Key Responsibilities:

  • Ensure effective implementation of the capacity development plan and plan for grant management transition to MoHSPP for HIV and TB components;
  • Provide recommendations for improving HIV and TB prevention, diagnosis, treatment, social support, and care for people affected by HIV and TB epidemics in accordance with international standards;
  • Develop and implement work plans in line with the approved capacity development plan, transition plan, and Global Fund budget in both civil and penitentiary sectors;
  • Monitor timely and effective execution of activities and regularly assess risks;
  • Analyze the epidemiological situation regarding HIV and TB based on WHO guidelines and international standards;
  • Coordinate with key stakeholders and partners to ensure donor coordination and prevent duplication of services and interventions;
  • Participate in national technical working groups developing policies for HIV and TB prevention, diagnosis, and treatment according to the international standards;
  • Provide support to finance, procurement, and administrative staff to ensure efficient grant implementation;
  • In cooperation with national partners, forecast needs and develop procurement plans for medications and medical commodities;
  • Conduct presentations on program achievements, document and disseminate best practices;
  • Provide technical input to thematic working groups and networks addressing HIV and TB challenges;
  • Establish and maintain partnerships with national and international stakeholders in HIV and TB;
  • Conduct regular monitoring of sub-recipient performance and recommend corrective actions when necessary;
  • Review sub-recipient reports and analyze programmatic performance;
  • Lead and be responsible for timely data analysis for semi-annual/annual reports (PUDR | PU) and reports to the CCM;
  • Monitor consumption, distribution, and supply of medications and medical supplies at national, regional, and facility levels in line with treatment protocols;
  • Collaborate with procurement staff to develop procurement plans, monitor medication expiration dates, storage conditions, and supply chain distribution;
  • Ensure the implementation of previous Capacity Assessment Tool (CAT) recommendations related to grant management;
  • Coordinate preparations for upcoming capacity assessments in the HIV and TB field and ensure the compilation of necessary supporting data;
  • Submit monthly reports on activities and grant implementation progress in the HIV and TB component to the PIU;
  • Perform other duties as assigned by the PIU.

Minimum Requirements:

Education:

  • University degree in health sciences or a related medical field;
  • Certificate/diploma in management is an asset;

Experience:

  • At least 10 years of administrative experience (minimum 7 years in a managerial position) with proven skills in program activities in the area of prevention of infectious and/or non-infectious disease prevention;
  • Experience providing technical support for health program improvement;
  • Proven ability to liaise effectively with global, regional, national, and local stakeholders, including private sector actors;
  • Experience working with international organizations aiming to improve health indicators is an asset;
  • Demonstrated success in providing technical expertise in HIV and TB programming at senior advisory level, including policy development, implementation, and monitoring;
  • Experience in overseeing research activities is preferred;

Skills:

  • Excellent diplomacy and interpersonal communication skills, with the ability to engage with diverse audiences and institutions;
  • Strong writing, editing, proofreading, and public speaking skills;
  • Fluency in Tajik and Russian is required; English proficiency is highly desirable;
  • Proficient in Microsoft Office, internet, and email applications;
  • Open to Tajik citizens or individuals legally authorized to work in Tajikistan.
