A Project Implementation Unit (PIU) of the Global Fund to Fight AIDS, Tuberculosis, and Malaria project (GF), established under the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan, will implement a project aimed at ending the HIV and tuberculosis epidemics through evidence-based interventions and innovative approaches, with a focus on key and vulnerable populations.
This initiative is being carried out under an Agreement between the United Nations Development Programme (UNDP), principal recipient of GF grant in Tajikistan and the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan (MoHSPP RT) for the implementation of a project financed by the Global Fund to Fight AIDS, Tuberculosis and Malaria (GF).

General Information about the Position
Under the supervision of the MoHSPP RT, the Project Implementation Unit Head will oversee all project management processes and coordinate activities with government entities (Finance Department, Procurement Department, M&E Unit of the Republican Center for Tuberculosis Control, Republican AIDS Center, Republican Clinical Narcology Center and other departments and agencies under the MoHSPP RT, as well as the Chief Directorate for the Execution of Criminal Sentences), public and international organizations and donor agencies for implementation of high quality services. The head ensures timely implementation of plans and commitments, report preparation and approval of reports and establishes and maintains effective partnerships at national, regional and local levels.
The Project Implementation Unit Head must possess a higher medical education and extensive management experience, including program and project development and implementation, collaboration with government health institutions, international organizations and local service providers in the field of infectious disease prevention and control, particularly HIV and tuberculosis.
Key Responsibilities
Lead, direct, and coordinate the work of the PIU under the MoHSPP RT on the GF grant implementation;
- Manage the program in line with Global Fund program management guidelines and national legislation;
- Inform senior MoHSPP RT officials of GF program requirements and any changes related to management and financing of GF program;
- Develop in collaboration with the team and relevant stakeholders a roadmap for transitioning Principal Recipient functions to the MoHSPP RT;
- Actively supports capacity development plan implementation and monitor progress;
- Coordinate timely data collection and analysis for semi-annual/annual and National Coordination Committee to Fight AIDS, Tuberculosis and Malaria reports;
- Ensure timely preparation of agreements and contracts with sub-recipients, suppliers of goods and services;
- Provide information on grant implementation upon request of the Local Fund Agent (LFA);
- Represent the MoHSPP RT in negotiations with the Global Fund on Capacity Development Plan implementation and project management issues;
- Identify major project and subgrant management risks and develop risk management plans;
- Prepare grant agreement packages (workplan, budget, M&E plan, etc.);
- Ensure timely submission of programmatic and financial quarterly reports to UNDP;
- Monitor changes in MoHSPP RT administrative documents, regulations and procedures;
- Develop TORs for PIU staff, national and international consultants for effective project implementation;
- Manage PIU human resources, regularly evaluate staff performance and ensure a supportive work environment;
- Ensure compliance of all contracts/agreements with national procurement regulations and GF requirements;
- Implement previous recommendations of the Capacity Assessment Tool (CAT) within legal authority;
- Coordinate preparation for capacity assessments in all evaluated areas and lead supporting documentation compilation.
Minimum Qualifications:
Education:
- Higher education in healthcare or related fields;
- Medical degree is preferred;
- Certification/diploma in management is an asset.
Experience:
- At least 15 years of administrative experience (including a minimum of 10 years at the managerial level) with confirmed skills and experience in strengthening program activity in implementation of the projects on prevention of communicable and non-communicable diseases;
- Experience in mentoring and providing technical assistance for healthcare program improvement;
- Demonstrated ability to engage and collaborate with a wide range of stakeholders at global, national, and local levels, as well as private sector partners;
- Prior experience with international organizations focused on improving health indicators is an asset;
- Proven success in providing TB and/or HIV expertise on a leading role in advising governments and other stakeholders on program design, implementation, and monitoring of healthcare projects;
- Documented positive experience in overseeing research activities.
Skills:
- Strong diplomacy and interpersonal communication skills, as well as ability to efficiently work with different audiences and organizations;
- Excellent writing, editing, proofreading and oral presentation skills;
- Fluency in Tajik and Russian; proficiency in English is desirable;
- Proficiency in Microsoft Office, Internet usage and email communication;
- Position is open to citizens of Tajikistan or those legally authorized to work in Tajikistan.
