From September 20 through September 28, as part of the “Comprehensive Services for Mothers and Children” Project, a working group of representatives of the Ministry of Health and Social Protection of the Population, the Ministry of Finance, the Finance Department of the pilot districts of the project, including Rasht, Faizabad and Shamsiddin Shohin, chief physicians of the central hospitals of the pilot districts and project workers visited Armenia to exchange experience.
The working group held meetings with representatives of the Ministry of Health and advisers of the Ministry of Finance of Armenia. The group also visited the Yerevan Central Hospital and the regional hospital of Armenia.
During the meetings, the parties exchanged experience on the health financing reform in Armenia: on the main achievements, problems and prospects, implementation and development of the financing system, implementation of an information system for tracking and controlling financing based on specific events, program budgeting, healthcare financing, the role of the Ministry of Finance in clarification of financing mechanisms in each specific case, the role of the state health agency as a payer, as well as general reforms in the financing of the health system and especially at the level of hospital care, treatment-based financing, contracting process, calculation of programs and activities of the state budget, calculation of the budget of hospitals, records of treated patients, main objectives of the implementation of the treatment-based financing mechanism in Armenia, calculation of doctors’ salaries, structure of services at the level of hospitals, calculation of the cost of services and calculation of payment based on numbers and treated cases.
The working group took an active part in the exchange of experience on the implementation of the mechanism of financing based on the results of treatment and received certificates upon completion.
