The Government of the Republic of Tajikistan has received financing from the Islamic Development Bank (IsDB) and the Lives and Livelihoods Fund (LLF) toward the cost of the LLF-Project for Improving Maternal, Neonatal and Child Health (MNCH) Services in Four Districts of the Khatlon Region of the Republic of Tajikistan, and intends to apply part of the proceeds for consultant services.

The Project objectives are: i) Enhancing availability/accessibility of Maternal, Neonatal, and Child Health (MNCH) services; ii) Institutional and human resources capacity building in the targeted health facilities; iii) Improving public awareness and health-seeking behavior; and, iv) Establishment of a functional referral system in the Khatlon region.

The Project comprises the following components: i) Provision of equipment and medical supplies and civil works for construction/rehabilitation of central district hospitals/polyclinics; ii) Inter-related studies and training courses for supporting institutional and human resource capacity building; iii) Community mobilization and awareness campaigns; and, iv) Support to the Project management.

The services include:

  • Assessment of accounting and financial control systems to monitor expenditures and other financial transactions, and to ensure safe custody of the project assets on an annual basis;
  • Verification on expenditures submitted to IsDB;
  • Assess whether the beneficiary of the project maintains adequate documentation on all relevant transactions;
  • Recommendations to improve financial management;
  • Annual Audit Report for the Project.

The estimated level of effort (professional staff-moths) is expected to be about 7 man/month including national experts and support staff.

The Ministry of Health and Social Protection of Population of the Republic of Tajikistan as executing agency of the Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The Consultant shall provide sufficient locally qualified and experienced professional staffs to ensure proper Project financial auditing.

The shortlisting criteria for a Consultant Firm are following:

  • the Consultant conforms with IsDB eligibility rules (Paragraphs 1.14–1.22);
  • the Consultant has a good reputation as a professional body and for maintaining a satisfactory relationship with the client, or in the case of a Beneficiary with a developing consulting industry, the Consultant presents satisfactory credentials and competence necessary to carry out the assignment;
  • the Consultant’s past experience and performance in the particular field of service is satisfactory;
  • the Consultant shall be free from conflicts of interest that give rise to a competitive advantage.

The Consultant will be selected among a short list of locally accredited firms in accordance with the Least Cost selection method set out in the Procurement Guidelines (current addition).

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Paragraphs, 1.23, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
