On February 18, 2022 an official meeting of the Intersectoral Coordination Council for the implementation of the “Public Health Strategy of the Republic of Tajikistan for the period up to 2030” was held in the National Library of Tajikistan. The meeting will discuss and analyze the general achievements and challenges of the implementation of the Strategy and the contribution of development partners.

The meeting was attended by the Minister of Health and Social Protection of the Population Jamoliddin Abdullozoda, Head of the Social Development Department of the Presidential Executive Office Guljahon Abdufattohzoda, Head of the Department of the Assembly of Representatives Gulbahor Ashurzoda, Chairman of the Development Partnership Coordinating Council / UN Resident Coordinator in Tajikistan Sezin Sinanoglu, representatives of the EU Delegation to Tajikistan Mark Buchman, WHO Health Policy Adviser in Tajikistan Ilker Dashtan, UNICEF Representative in Tajikistan Osama Makkawi, representatives of Development Partners, Heads of Departments, Heads of Sectoral Services and educational and health facilities.

The meeting was preceded by an exhibition of medical supplies and equipment, which was attended by domestic companies and enterprises engaged in the production of medicines and medical supplies.

Jamoliddin Abdullozoda noted that the President of Tajikistan Emomali Rahmon pays special attention to the issues of health and social protection of the population within the framework of achieving the Sustainable Development Goals. the quality of medical and social services through the application of modern methods of diagnosis and treatment, promotion of a healthy lifestyle, prevention and control of infectious and non-communicable diseases.

“Specific instructions are given in all Addresses of the President on improving the level and quality of medical and social services through the application of modern methods of diagnosis and treatment, promotion of healthy lifestyles, prevention and control of infectious and non-communicable diseases,” he added.

In 2021, as part of the instructions of the President Emomali Rahmon, the Ministry of Health and Social Protection of the Population continued activity to strengthen the work of the structure of the ministry in order to create a favorable healthcare infrastructure and improve the population’s access to quality, timely and highly qualified modern and powerful medical services. Also, the ministry has done specific work in the development of medical services and the formation of the country’s pharmaceutical industry, taking into account the achievements of modern science and technology, introduction of new methods of prevention, diagnosis and treatment in order to fulfill the priority instructions of the Government of the Republic of Tajikistan related to the analysis and elimination of existing shortcomings in the development of medical services, effective implementation of sectoral programs, studying and implementation of measures related to the provision of services and rehabilitation of persons with disabilities, effective and purposeful use of investment funds, improvement of health care system structures, improvement of personnel policy, placement of medical workers and computerization of various areas of medical care for the population in healthcare and social protection institutions.

This activity included the development of medical and social services in related areas of cities and districts of the country and created favorable basis for the prevention of a number of infectious and non-communicable diseases, support of health and social care institutions through construction and reconstruction, equipping with modern equipment, capacity building of human resources, raising the level of awareness and information of the population and medical staff.

In order to ensure the development of state medical institutions of the Republic of Tajikistan, gradually equip them with modern medical equipment and ensure public access to quality medical services, “Program of development of state medical institutions of Tajikistan for 2022-2025” was developed and approved by the Government of Tajikistan on October 26, 2021 under №461.

It is gratifying that in 2021, a number of different health facilities, regardless of ownership, were commissioned, which will help increase the availability of medical services and the provision of affordable medical services and the training of medical personnel in cities and districts of the country.

One of the largest institutions, which was commissioned during the reporting period, is the Health Complex “Friendship of Tajikistan and Uzbekistan” in Kubodiyon district, which has 200 beds. Also, the construction of the building of the infectious diseases department for 50 beds (adults and children) has been started in the territory of this Health Complex and is currently being continued.

The support of development partners in strengthening the material and technical base of the sector, including the construction and reconstruction of health infrastructure, supply of medical equipment and ambulances in recent years has been significant and took advantage of the opportunity we express grateful to all development partners for fruitful cooperation in the field of health.

In order to achieving the ultimate goals and effective implementation of the “Prospects for the prevention and control of non-communicable and infectious diseases in Tajikistan for 2013-2023,” a sectoral action plan in various areas of non-communicable and infectious diseases for 2021 was developed and measures related to the prevention and control of non-communicable diseases and trauma have been implemented as part of the plan.

In order to preserve the health of the population by promoting a healthy diet, prevent obesity and form healthy lifestyles, the ministry has developed a “Program for the prevention of obesity and formation of healthy diet in the Republic of Tajikistan for 2019-2024 and the Government of Tajikistan approved it on October 2, 2019 under №463 and currently in force.

Strategy stated that access to health services should be ensured through the development of family-based primary health care, maternal and child health and sexual, reproductive and adolescent health services, activities to prevent, care for and treatment of infectious disease, prevention and treatment of non-communicable diseases, while providing basic public health services, increasing the responsibility of the population for their own health and the health of others through the promotion of healthy lifestyles, implementation of safe and acceptable drinking water supply, full activity of health care and laboratory system.

In order to create greater access to complex and expensive surgeries, as well as introduce more than 130 new methods of diagnosis and treatment, especially in cities and districts of the country, the work in this direction continued in 2021.

It should be noted that the main achievements in the prevention, diagnosis, treatment and control of coronavirus infection during the COVID-19 pandemic were the revision of the integration of activities between hospital facilities, primary health care and sanitary and epidemiological surveillance which resulted in effective and efficient methods for diagnosing and treating the problem, identifying and neutralizing the source of infection, avoiding (self-isolation) of persons who have been in contact with the patient. Also, the following measures have been taken in this direction, which represent a kind of initiative or measure or national model of infection prevention and control, including COVID-19.

Also, Guljahon Abdufattohzoda, Sezin Sinanoglu, Mark Buchman, Ilker Dashtan, Osama Makkawi, and others guests made speeches.

A press conference was held with the participation of the Deputies Minister of Health and Social Protection of the Population Ghafur Muhsinzoda, Shodikhon Jamshed, Zulfiya Abdusamatzoda, WHO Health Policy Adviser in Tajikistan Ilker Dashtan, heads of a number of departments and media representatives.

During the press conference, media representatives asked questions and received specific answers on various areas of implementation of the Strategy.

Following the meeting, a resolution was adopted on a joint review of the first year of implementation of the “Public Health Strategy of the Republic of Tajikistan for the period up to 2030” (Summit-1).
