 PROJECT BACKGROUND

A proposed grant project (Project) to the Republic of Tajikistan for the COVID-19 Vaccine Support Project under the Asia Pacific Vaccine Access Facility of the Asian Development Bank (ADB) is under consideration. It would provide financing to the Republic of Tajikistan for (COVID-19) vaccine procurement and logistics, and capacity-strengthening activities.

The Ministry of Health and Social Protection of the Population (MOHSPP) of the Republic of Tajikistan will be the Project’s executing agency. A Project Administration Group (PAG) will be established for implementation of the Project.  The PAG, headed by a project director, will be appointed by the MOHSPP. The Project Director will be supported by PAG staff who will be engaged under the Project, including a national coordinator, who will oversee the day-to-day implementation supported by six regional coordinators/vaccination specialists.

To achieve these goals, MOHSPP of the Republic of Tajikistan invites eligible citizens to apply for the following vacant positions:

1.NATIONAL COORDINATOR

Minimum Qualification Requirements

 The PAG National Coordinator shall have a Master’s degree or equivalent with at least 5 years of experience in health-related projects, and in project management. Experience with MOHSPP of the Republic of Tajikistan is preferred.  Candidate must be a national of Tajikistan. A good command of English is required.

Scope of Work

The PAG National Coordinator, to be based in Dushanbe, will be responsible for the overall management of the Project. He/She will report to the Project Director and will supervise and coordinate the work of the PAG Staff and the individual consultants who will be recruited to augment the project implementation capacity for the project. All the individual consultants hired under this Project will report on day-to-day activities to the National Coordinator. The PAG National Coordinator will be guided by the relevant official and approved documents of the Project (e.g., project administration manual), including in relation to relevant policies and procedures on project implementation of ADB and the government as articulated in these documents. Under the direct supervision of the MOHSPP, the National Coordinator is expected to perform key tasks but not limited to the following:

1.Manage all tasks related to the implementation of the Project in coordination with MOHSPP, ADB and other Ministries and Agencies involved.

  1. Coordinate COVID-19 vaccine introduction program among partners.
  • Ensure that the accountability measures are respected by the EA/IA during grant implementation, including update of operational and yearly budget plans, review of all reports before submission, and contractual management.
  1. Keep record of all discussions for use and future reference.
  2. Review inputs of partners and incorporate into national plans.
  3. Communicate with partners and donors of COVID-19 related tasks/issues in consultation with MOHSPP.
  • Coordinate at district level the tasks in need of follow up.
  • Taking into account national level decisions, provide clear directions and clarifications to district level.
  1. Maintain flow of communications among partners at national and district levels.
  2. Inform partners of decisions made to avoid gaps in information.
  3. Update all national documents in line with ongoing discussions and decisions.
  • Monitor the situation of COVID-19 vaccination programme, and provide MOHSPP, ADB and other stakeholders with data and figures when needed.
  • Provide progress and final reports to all relevant stakeholders in coordination and agreement with MOHSPP.
  • Ensure overall compliance to project grant agreement (i.e., on safeguards, financial management, disbursements, gender, governance, project implementation), and timely reporting to the EA and ADB.
  1. Monitor COVID-19 vaccination program implementation.
  • Support post vaccine introduction evaluation; and
  • Perform other COVID-19 related tasks given by MOHSPP.

 Terms of Engagement: 24 person-months on a continuous basis with a 3-month probation period. Starting from September 2021 to August 2023.

 2.PROCUREMENT SPECIALIST

 Minimum Qualification Requirements

The PAG Procurement Specialist will have at least a bachelor’s degree or equivalent in economics, business administration, or related field. A minimum of 5 years of relevant experience in procurement and contract management is required. Prior working experience with the government of Tajikistan, and development organizations with similar TOR is an advantage. Candidate must be a national of Tajikistan. A good command of English is required.

Scope of Work

The PAG Procurement Specialist, to be based in Dushanbe, will report to the Project Director; be supervised by the PAG National Coordinator; and will coordinate closely with other PAG staff, as necessary. The PAG Procurement Specialist will be guided by the relevant official and approved documents of the Project (e.g., procurement plan, project administration manual), including in relation to relevant policies and procedures on project implementation of ADB and the government as articulated in these documents. The following are the specific tasks expected of the PAG Procurement Specialist:

Ensure that the procurement process is carried in accordance with ADB’s Procurement Policy and Regulations.

  • Coordinate procurement activities for goods, works and services as specified in the procurement plan in accordance with ADB Guidelines and procurement laws of the country.
  • Establish and maintain a procurement database including letters of interest received from suppliers of services for purpose of their possible inclusion on future shortlists or for future reference and consultation.
  • Prepare detailed schedules for procurement of goods, services, and works throughout the project implementation period.
  • Prepare procurement documents including requests for quotation, request for proposals, bidding documents, and bid evaluation reports.
  • Issue addendums to bidders, as necessary.
  • Assist tender committees in preparing documents for bidding of procurement packages under various procurement methods.
  • Monitor receipt of proposals and bids to ensure their safekeeping until public opening.
  • Provide support to the tender committees in carrying out public bid openings and draft minutes of these openings.
  • Ensure preparation of comprehensive evaluation reports according to ADB Guidelines and timely transmission of evaluation reports to ADB for review.
  • Ensure that procurement tracking information is well-coordinated with other project planning, project budgeting and other project financial reporting information.
  • Ensure timely notification of winning bidders.
  • Prepare draft contracts for review and approval by the MOHSPP and ADB.
  • Prepare variations and amendments to the contracts as necessary; and
  • Perform other duties and tasks to support project implementation, as needed.

Terms of Engagement: 24 person-months on a continuous basis with a 3-month probation period. Starting from September 2021 to August 2023.

3.FINANCIAL MANAGEMENT SPECIALIST

 Minimum Qualification Requirements

The PAG Financial Management Specialist shall have at least a Master’s degree or equivalent in economics, accounting, business administration or related field. A minimum of 5 years of relevant experience in finance and budgeting is required. Professional accountancy qualification (CIP CAP ACCA) and prior experience of working with development organization is an advantage. Candidate must be a national of Tajikistan.

Scope of Work

The PAG Financial Management Specialist, to be based in Dushanbe, will report to the Project Director; be supervised by the PAG National Coordinator; and will coordinate closely with other PAG staff, as necessary. The PAG Financial Management Specialist will be guided by the relevant official and approved documents of the Project (e.g., project administration manual), including in relation to relevant policies and procedures on project implementation of ADB and the government as articulated in these documents. The PAG Financial Management Specialist is expected to perform mainly, but not limited to, the following tasks:

Support the budgeting, accounting, disbursement, reporting, and financial analysis of the project.

  • Provide capacity-building support and fiduciary risk monitoring, including compliance with audited project financial statement requirements.
  • Manage operating expenditures for the project;
  • Report bank statements: issue certificates required for customs or tax clearance.
  • Maintain the Financial Management Information System.
  • Prepare budget reviews and monthly financial reports.
  • Prepare the documents related to payments of contracts and withdrawal applications.
  • Manage the advance account replenishment and financial status of the project.
  • Manage all audit-related tasks.
  • Manage operating expenditures and payments orders.
  • Maintain the bookkeeping system for all Project operating costs and keep record of all petty cash disbursed.
  • Manage and review bank operations for Project contract payments.
  • Process the advance account replenishment and financial status of the project; and
  • Manage and prepare bank operations for PAG contracts payments.

 Terms of Engagement: 24 person-months on a continuous basis with a 3-month probation period. Starting from September 2021 to August 2023.

 4.LOCAL COORDINATOR/ VACCINATION SPECIALIST (6 positions)

 Minimum Qualification Requirements

The PAG Local Coordinator/Vaccination Specialist shall have Bachelor’s Degree or equivalent in a medical field, management or administration, with at least 3 years of experience in health-related projects, and in project management/coordination. Experience with MOHSPP is preferred. Candidates must be nationals of Tajikistan. A good command of English is preferred.

 Scope of Work

The six PAG Local Coordinators/Vaccination Specialists, to be assigned in the regions, will report to the Project Director; be supervised and work closely with the PAG National Coordinator; and will coordinate closely with other PAG staff, as necessary. The PAG Local Coordinators/Vaccination Specialists will be guided by the relevant official and approved documents of the Project (e.g., project administration manual), including in relation to relevant policies and procedures on project implementation of ADB and the government as articulated in these documents. The PAG Local Coordinator/Vaccination Specialists are expected to perform mainly, but not limited to, the following tasks:

 

  • Support the national coordinator in the management of all tasks at the local level related to the implementation of the Project with MOHSPP, other Ministries and Agencies involved and the ADB.
  • Ensure that planned activities are properly coordinated and implemented, providing timely feedback and reporting to the national coordinator.
  • Provide inputs in the preparation of required reports and work closely with other specialists in the project administration group towards ensuring that project outputs are adequately delivered, and any issues are addressed accordingly.
  • Coordinate other COVID-19 related activities, resources, information, and reporting in timely manner.
  • Lead logistics arrangement and supply delivery of vaccine, non-vaccine including communication and registration materials.
  • Focus on operations and logistics part of the COVID-19 vaccination Project in the Districts.
  • Manage the flow of supply movements between national, regional, and provincial levels.
  • Provide operational and technical supports to regional and concerned provincial teams.
  • Regularly monitor the distribution (receiving and delivery) of COVID-19 vaccine and non-vaccines supplies.
  • Ensure all records of COVID-19 related vaccination are kept and reported.
  • Support regional and concerned provincial teams compile coverage reports
  • Ensure that the reports are up-to-date and available all the time, and progress reports are sent to national level in timely manner.
  • Provide feedback to concerned Districts of the issues raised or disseminate key updates to concerned Districts when received from the national level or vice-versa.
  • Regularly review the program implementation process, analyzes risks and opportunities and timely update the national coordinator/team accordingly.
  • Facilitate the collection, compilation and analysis of the coverage data and provides feedback to national team.
  • Provide support to evaluations either during project implementation or post introduction phase.
  • Provide assistance to other key related activities such as trainings, communication, cold chain; and
  • Manage other COVID-19 vaccination related tasks given by National Coordinator.

Terms of Engagement: 24 person-months each on a continuous basis with a 3-month probation period. Starting from September 2021 to August 2023.
