The Republic of Tajikistan will receive a grant from the Asian Development Bank (ADB) for the implementation of the Integrated Regional Health Security and Primary Health Care Services Project (the Project). Health security and primary healthcare service delivery in Tajikistan will be improved through stronger gender responsiveness and increased climate resilience.
A project administration group (PAG) will be created under the supervision of the MOHSPP. The PAG will be responsible for the overall project implementation, including management, procurement, day-to-day administration, monitoring and reporting.
The estimated implementation period of the Project will be 5 years from November 2026 to December 2031.
In this regard, the Executing Agency invites the qualified specialists to participate in the competition for the vacant positions, namely:
1. Chief Procurement Specialist (Terms of Reference)
2. Chief Specialist Coordinator for Animal Health Activities (Terms of Reference)
Minimum Qualification Requirements for candidates are as follows:
Chief Procurement Specialist
- A Bachelor’s degree, preferably Master’s degree, in engineering, procurement, economics, business administration, law or related fields is required;
- At least 5 years of experience as a chief procurement specialist in a public or private sector institution;
- At least 3 years working in procurement related function under the ADB, WB, EBRD or other IFIs financed projects;
- Good knowledge of ADB’s procurement requirements and procedures is required;
- Experience in processing contracts (subject to open competitive bidding with international advertisement under ADB procedures) in supply of goods and consultancy services is preferable;
- Knowledge of public procurement procedures of Tajikistan;
- Excellent working knowledge of relevant IT tools (MS Word and Excel); and
- Fluency in written and spoken Tajik and Russian is required, preferably if he or she can also speak and write fluent English.
Chief Specialist Coordinator for Animal Health Activities
- Bachelor’s degree in Veterinary Medicine, Animal Health, Veterinary Science, Epidemiology, Public Health, Animal Production, or another relevant field. A Master’s degree in a related discipline will be considered an advantage.
- At least 5 years of relevant professional experience in animal health, veterinary services, livestock development, zoonotic disease prevention and control, epidemiology, or other related technical fields.
- Experience supporting One Health initiatives, zoonotic disease surveillance, veterinary public health, animal disease control, or multisectoral coordination is desirable.
- Experience working with government institutions, development partners, international organizations, or donor-funded projects is considered an advantage.
- Experience in field implementation, capacity building, surveillance activities, laboratory systems, livestock sector development, or pilot projects is desirable.
- Familiarity with ADB, World Bank, FAO, Global Fund, or other development partner-funded projects, including procurement or project implementation procedures, is an advantage but not mandatory.
- Demonstrated analytical, organizational, coordination, report-writing, and communication skills.
- Ability to work effectively both independently and as part of a multidisciplinary team.
- Fluency in Tajik and/or Russian is required. Working knowledge of English is considered an advantage
