FOR THE POSITION OF LEGAL ADVISOR (Part-time, 50%)

Contract type: National / Part-Time Position
Expected Starting Date: November 1, 2026, with a three-month probationary period
1. Background
The Ministry of Health and Social Protection of the Population of the Republic of Tajikistan (MoHSPP RT), in collaboration with the United Nations Development Programme (UNDP) and with support from the Global Fund, is implementing HIV and TB grants aimed at reducing the burden of HIV and tuberculosis in the country through evidence-based interventions, improved access to prevention, diagnosis, treatment and care services, strengthening of health systems, and support to vulnerable and key populations.
The project is implemented under the Agreement between UNDP, acting as the Principal Recipient (PR) of the Global Fund grants in Tajikistan, and the MoHSPP RT.
Within this context, MoHSPP RT invites qualified candidates to apply for the Legal Advisor position to support the effective implementation of the Global Fund grants.
2. Key Duties and Responsibilities
- Legal Advisory Support
- Contract and Agreement Management
- Procurement and Compliance Support
- Governance, Ethics, and Risk Management
- Support to Audits, Reviews, and Investigations
- Dispute Resolution and Litigation Support
- Training and Capacity Building
- Documentation and Reporting
3. Professional Experience
- Minimum 7 years of professional legal experience;
- Experience in:
- contract law;
- procurement law;
- public administration;
- donor-funded projects;
- Experience working with international organizations or development partners is highly desirable;
- Experience with Global Fund-supported programs is an asset.
4. Technical Competencies
- Strong knowledge of:
- national legal and regulatory frameworks;
- procurement legislation;
- contract management;
- compliance and governance systems;
- Knowledge of donor compliance requirements;
- Strong analytical and drafting skills;
- Excellent communication and negotiation skills.
5. Language Requirements
- Fluency in Tajik and Russian;
- Working knowledge of English is highly desirable.
