The Republic of Tajikistan has received financing from the Asian Development Bank (ADB) toward the cost of the Integrated Regional Health Security and Primary Healthcare Services Project and intends to apply part of the proceeds for consulting services.
The Ministry of Health and Social Protection of the Population of the Republic of Tajikistan, as the Executing Agency, invites eligible and qualified international consulting firms to express their interest in providing architectural design and construction supervision services under Package No. CS-01.
The consulting services will include the preparation of architectural and engineering designs, technical specifications, drawings, cost estimates and related bidding documents, as well as supervision and contract administration of the relevant construction works under the Project.

The selection process will be conducted through the ADB Consultant Management System (CMS).

1. The Republic of Tajikistanhas applied for financing from the Asian Development Bank (ADB) toward the cost of Integrated Regional Health Security and Primary Healthcare Services Project, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The Project Administration Group under the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan (“the Purchaser”) invites sealed bids from eligible bidders for the supply, installation and commissioning of the procurement of 10 CESS POE Furnished Containers. Delivery period is 3 months from the contract signing date.
3. Open competitive bidding – National advertisement will be conducted in accordance with ADB’s Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible countries as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:

| Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three (3) years (2023, 2024, 2025) todemonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive. | Successful completion as main supplier within the last 3years, of at least 2 contracts each valued at US$480,000 with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply). | Minimum average annual turnover of $1,500,000 calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years (2023, 2024, 2025). |
